HUD Assesses and Aids US Homeless Population

Each year, the U.S. Department of Housing and Urban Development assesses the country's rate of homelessness. It releases a report of its findings, which includes not only the number of people currently living on the streets, but also the effectiveness of HUD's Homeless Prevention and Rapid Re-Housing Program (HPRP).
According to this year's report, released in March, homeless numbers remained largely unchanged between 2009 and 2010 - an impressive accomplishment considering the country's economic and housing troubles. In addition, the number of people who remained homeless for long periods of time decreased.
The good news is partially attributed to a 34 percent increase in the number of supportive housing units made available during that time. An increase in the number of affordable housing units has also helped people move into permanent and stable homes, and so has an increase in the type and amount of assistance available to those who are already homeless or are at risk of becoming homeless.
When the American Recovery and Reinvestment Act was passed by Congress in 2009, it allocated $1.5 billion for the HPRP. The name - Homeless Prevention and Rapid Re-Housing - perfectly describes its goals: to prevent homelessness among people who are at risk of losing their homes, and get those who are homeless into housing as quickly as possible. During the HPRP's first year, nearly 700,000 people received assistance. About 77 percent of them were kept from becoming homeless, and the remaining 23 percent benefited from "rapid re-housing," which got them quickly off the streets into either permanent housing or temporary shelters.
For those who have already lost their homes, the HPRP aims to do more than just put them in temporary shelters. The overall goal is to help them gain solid financial footing that enables them to maintain permanent housing of their own. HPRP programs are run by non-HUD grantees, and work in partnership with other government programs including HUD's Continuum of Care (CoC), and Temporary Assistance for Needy Families (TANF). Program participants don't receive direct funding from HPRP. Instead, funding is directed to landlords, utility companies and other third party entities, as allowed by the scope of the program.
HPRP financial support can be given in the form of either short- or medium-term rental assistance (3 to 18 months), utility deposits and payments, housing security deposits, moving costs, and vouchers for short hotel stays. Of the $1.5 billion allocated for HPRP, over $820 million is designated for these and similar activities. Nearly $450 million is allocated for assistance related to legal services, credit repair and counseling, and housing searches and placement.
Despite the report's positive trends, there is some concern that homeless rates have remained steady primarily because families are sharing space; in a separate study, HUD found that over-crowding has increased five-fold - indicating there is still a significant need for assistance and affordable housing units.

Electronic Health Record: Can Physicians Ignore the HITECH Act?

Back in 2004, President George W. Bush decided that all physicians and hospitals should adopt electronic health record (HER) technology within 10 years. To do the math for you...that's 2014. If you haven't already started, now is the time to get your electronic health record system.
What is the HITECH Act?
It's part of the Stimulus Bill, officially known as the American Recovery and Reinvestment Act (ARRA) of 2009. ARRA was not considered to be health care legislation, but a portion of it was devoted to the electronic health record vision of President George W. Bush. When President Barack Obama signed the Stimulus bill on February 17, 2009, it included $19 Billion as incentive money for the adoption and the meaningful use of electronic health records. The Health Information Technology for Economic and Clinical Health (HITECH) Act is the sub-provision of ARRA which deals with health information technology.
EHRs are electronic medical records on steroids. Electronic medical records deal with automation within a facility. Electronic health records include HIPAA protection and the ability to exchange records between medical providers and pharmacies.
The HITECH Act passed in 2009 should not be confused with the Patient Protection and Affordable Care Act (PPACA) passed in 2010. PPACA, referred to as the Health Care Reform Bill has entirely different funding. Funding that has been bitterly contested. If, for some reason, this PPACA is repealed, it will not affect the Centers for Medicare and Medicaid Services (CMS) electronic health record initiatives. Nor would it affect the incentive money allocated to help physicians and hospitals with the transition.
WIIFM? or What's In It For Me?
If you buy your EHR system now, you can qualify for some of the $19 Billion that was appropriated in the HITECH Act. These CMS incentive funds will be paid in annual installments starting in 2011. Medicare doctors can receive a total of up to 44,000, paid over 4 years. Physicians qualifying for Medicaid incentives money can receive up to $63,750 paid over 6 years.
ALERT: Medicare physicians need to act now. If you wait until 2013 to begin qualifying, your maximum incentive payments will be reduced.
What if I ignore the HITECH Act?
The penalties start in 2015. You're probably already thinking that you don't get paid enough from Medicare. Well, in 2015, your Medicare reimbursements will be reduced by 1%, in 2016 the reduction is 2% and by 2017 the reduction is 3%...That is, if you haven't implemented your system and /or met the meaningful use criteria.
But it could get worse. You and your medical practice are not in this alone. Penalties consider the adoption and meaningful use rates of all eligible health care providers. If less than 75% of all physicians are meaningfully using their electronic health record by 2018, the penalty is increased to 4%, and will top out at 5% reduction starting in 2019!
So another WIIFM is cost avoidance. So yes, you can ignore the HITECH Act. But, it's going to cost you to NOT implement an electronic health record system.
What's the good news?
More government money, to the tune of $677 million, has been allocated to Regional Extension Centers or RECs. Their task is to provide FREE assistance to primary care health care providers. They can help you qualify for your incentive money.

Stereotyping Limits Diversity

If you are a teenage girl living in the 21st century there is one movie you are almost required to see, Mean Girls. If you haven't, then you probably don't understand why people say quotes like, "Oh my God Karen, you can't just ask people why they're white" or "Get in loser, we're going shopping." You also probably don't understand that fetch will never happen. But besides it being a staple in every teenage girls movie collection it also has one scene that brings up an interesting topic, stereotypes.
In this scene the main character, Cady, is giving a tour of her new highschool cafeteria. As she passes each lunch table she groups them all into one thing. There is the Freshmen Preps, Asian Nerds, Cool Asians, Varsity Jocks, Unfriendly Black Hotties, Girls Who Eat Their Feelings, Girls Who Don't Eat Anything, Desperate Wannabees, Burnouts, and Plastics. This is a classic example of high school stereotyping. Almost all high school students do it, but it seems to make sense to do it since people of the same interests seem to flock together and most of them seem to have the same personality and even look alike. The problem is that they don't all have the same personality; it is just a few of them that ruin it for the rest.
I'm going to use an example that I have experienced in my high school. We have a group we refer to as the theatre kids, and they are exactly what you would think of them as, kids who do theatre. They have a pretty bad reputation at the school because many of them talk behind each others back and are arrogant and just plain rude. Because of this reputation they have, most people avoid them at all costs. A few of my friends are considered "theatre kids", yet they are nothing like the others, but because they are in theatre students assume they are just like the rest.
Stereotyping is an incredibly easy thing to do, yet people don't understand the results it has. It comes back to the idea of diversity and the fact that we need to celebrate differences, not try to make people all the same. If we stopped the mindset of thinking all jocks are dumb and all nerds are weird then who knows the type of people we could meet and the change we could make in the world together.

What the Government Should Do With Our Money

As we circle around the notion of complete financial collapse here in the USA - it seems that a good strong dose of innovation that we Americans are so famous for is in order -
I have one idea that seems to be worthy of running up the flag pole -
One of the greatest areas of concern in our country is and should be the concept of migrating away from our dependence on carbon based fuel (Coal, Oil) as a means of producing energy for consumption by the masses.
This will not be achieved in a few short years or even decades - however starting towards that goal NOW should be a rallying point which we all can agree to pursue - prizes could be given out for the most innovative ideas - tax breaks and other means of incentivizing the general public to pursue the concept aggressively could be easy to put into place (a stimulus plan that really has a benefit for all) - it would make great nightly "positive" news - "who wants to be a millionaire" shows could actually contribute something to the whole - good ideas.
So here goes - "Energy parks" for ALL new commercial and residential developments - the concept is not totally new - current developments have green space and water runoff/reclamation ponds; this would be an enhancement on that idea that would help alleviate the new developments need to consume more energy and resources. The "energy Parks" would be a, "set -aside", of land area in the new development that would be used to harvest energy for the new development - how much set-aside and the method used to harvest energy would depend on the geographic area of the country and the size of the project being built.
An example would be a new housing development in the central valley of California - HUGE amounts of potential sun power available to harvest - and maybe some wind power as well - so we take the number of proposed homes being built and their projected annual energy consumption - then set-aside enough land area to "set up" the necessary solar and wind collectors to harvest a supply of - x - amount of the total energy needed for the development. The X in the equation could be the % at or below 100% needed and the tax breaks would run to the individual home owners - unless the cities funded the project as a part of a national energy conservation act - Using a bundled Tax incentive under a government incentive, Innovation Tax Pool, Granted to states for Job Creation.
Pretty simple in concept - difficult or impossible without a financial incentive or Stimulus from the government - better than bucks for clunkers or appliances - energy harvesting would be a long term benefit to all

Many Facebook Investigations End Up In Court

Today Facebook and other social media have become such an important part of our everyday day lives so much that more and more Facebook evidence is winding up in court. About 45 percent of divorce cases involve some documentation of email, Facebook and other online media. Those are generally used by the opposing parties for civil reasons -- not for criminal prosecution.
Obtaining information about a Facebook account may not be as simple as you may think. Of course you can severe the Custodian of Records with a subpoena duces tecum. However if you are in pre litigation stages you may not be able to do this. You'll have to hire an investigator to obtain this information for you. Even then an investigator cannot count on any cooperation from Facebook staffers. He'll have to rely on his own wits and experience.
A private investigator can uncover an incredible amount of evidence using digital forensics and Internet investigations. A simple trace of an email to online dating sites or social networks could uncover evidence of infidelity, substance abuse, porn addictions, and frequent use of escort services. This kind of digital evidence can be overwhelming in a child custody hearing. But it has to be a thorough investigation that is carefully documented from start to finish. It's not enough to just print out some Facebook pages. You have to carefully document every step and maintain a chain of custody of all evidence.
So snooping on Facebook is one thing, gathering and documenting evidence is another thing all together. For instance information gathered from a computer hard drive can be ruled inadmissible and worthless in court if the proper procedures are not used to gather and document that evidence. This can actually backfire on a litigant.
For instance, the courts take allegation of sexual abuse of children very seriously. but if you do not have evidence to back up your allegation the court can rule you are making false and frivolous accusations and this will affect your custody and visitation. That is just one reason why it is so important to gather evidence and document it properly.
Facebook and other online social networks are a great source of valuable information in any investigation. Whether it be a child custody, TPO violation, cyber stalking, infidelity or any other kind of litigation. But Facebook is only a very small ingredient in the information that can be obtained in a thorough meticulous investigation of all online media and computer, cell phone forensics.

What is Racism? A White Man's Prescription for Righting Racism's Wrongs

How does a society right the wrong of racism? Can it be done? No one can change history or wipe out the evils of what has been committed in the past. But there is a legacy of racism that still persists today. It is invisible in many respects, yet it is like an energy that pervades a room after an argument. Everyone can feel the tension to one degree or another, each reacting to it in one's own individual way, shaping his or her behavior, both consciously and unconsciously.
Racism is not an object that we can hold in our hands and observe. We can only see the effects of what it produces. It is perhaps a natural impulse of all human beings to look to the outside world or to the physical environment when faced with a problem that needs to be fixed or addressed. A government, for example, can build housing projects or create social programs as was done in the 60's in an attempt to right the wrong of several hundred years of cruel and unjust treatment of an entire race of people. Yet while this kind of reconciliation has its place, it does little to grapple with the core problem that generated racism to begin with and that still acts as a troublesome current beneath the surface of our daily lives.
We must look then address the question, "What is racismm?", what is its source and begin to unearth its roots, tugging and digging until the ideas and beliefs that are its nutrients are exposed and unable to give life to racial discrimination any longer.
The Origin of Racism
In the Western World racism can be said to have its birth with the beginnings of the slave trade, but the genesis of its practice goes back much further in time. Its beginnings lie in the minds of men and the moral judgments placed on color that were (and still are) applied where they don't belong. Racism has its birth in our ideas of right and wrong, and our association of these judgments with concepts of light and darkness and good and evil. Our individual beliefs form our experience and collectively those beliefs shape our society and culture. It is time to examine these ideas both individually and en masse and come to terms with the errors in our thinking. Righting the wrong of racism must begin with a reconciliation of the conflicts of those beliefs and ideas that give racism its energy and life.

Iranian Oil Exports Expected To Stop

Indian oil refineries are expressing fear over blockage of crude oil exports from Iran over a $ 5 billion payment dispute after Tehran warned that they would halt shipments if India did not pay up. However, Iranian Mehr news agency quoted an official saying that no final decision has been taken yet over the payment dispute. About 12 percent of crude oil imports of India are at the mercy of Iran, the largest after China. Nevertheless, the country has been under pressure for more than six months as it has not been able to pay Tehran due to the imposed international banking sanctions on the Islamic Republic over its nuclear stance. Iran had previously warned that if the six-month long dispute were not resolved at it earliest, it would stop exporting oil from August 1, 2011.
Although the final decision has not been officially announced, Essar Oil is expecting the last nail in the coffin, as they have received no intimation of allocation from National Iranian Oil Co. (NIOC), suggesting no oil will be coming from Iran next month. Essar Oil imports 36 million barrels of oil a year from Iran. The company was anticipating this cut and is looking for oil supplies from countries in the Middle East. State-run Hindustan Petroleum Corporation Ltd (HPCL) also confirmed they were anticipating the stoppage. Oil companies are targeting countries like Saudi Arabia and UAE to suffice the county's oil supply targets.
The managing director of the National Iranian Oil Company, Mohsen Ghamsari has said that if the problem of transferring of money was not resolved, the decision of stopping oil supplies will be taken. Since December 2010, Iran has been pressuring India to pay its bills for the 400,000 barrels per day (bpd) it buys from the Islamic state. However, oil companies are finding ways to resolve a deadlock caused by RBI's stance on regional clearing mechanism. Germany had allowed India to disburse its bills through Hamburg-based EIH bank, which handles trade for Iranian companies.
After discussions with German Chancellor Angela Merkel, the decision was backtracked and since EIH has come under EU sanctions. Iran said that Saudi Arabia or any other Middle East country would be unable to sustain India's demand for crude oil imports, which would be possible only if they grant considerable discount. India's decision to change oil supplier would cause economic and technical problems for the country, said Iran. Earlier Iran had warned Saudi Arabia of an oil price war caused by increase in the Mid-East country's increased oil output combined with price cuts. Analysts said the move by Iran to stop oil exports to India would not see a significant impact on the oil prices. If fact the prices on oil would be positively supported by this move rather than a negative impact.

Florida Concealed Weapon Permits Now Being Issued in 5-10 Days Via Electronic Submissions!

The State of Florida, is on top of the list for issuing the highest number of concealed weapon permits in the nation. It's typically taken 3-4 months to process and issue a concealed weapons permit in Florida until recently. Florida has opened eight remote regional offices throughout the state to facilitate and expedite the application process for a concealed weapons permit. These offices are located in, Fort Walton, Jacksonville, Tampa, Miami, Orlando, West Palm Beach, Punta Gorda, and Tallahassee. By visiting a licensing satellite office, the application process will be exponentially expedited. Instead of an individual needing to go through conventional channels to collect the required documentation that needs to accompany a concealed weapon permit application i.e. local sheriffs office to have finger prints taken, then go have passport photos taken somewhere else and have his/her application notarized to later submit to Tallahassee via USPS. If nothing goes wrong and everything was submitted correctly, Tallahassee will either issue a concealed weapons permit in approximately 3-4 months or notify the applicant of something having gone wrong. By visiting one of these satellite offices, the time it takes to be issued a concealed weapons permit is dramatically cut down to 5-10 business days.
By visiting one of these offices, the need to run around town and to accomplish the aforesaid process is totally eliminated. During an applicants visit to these offices, the required passport photos and fingerprints will be taken digitally and each applicant's application will be notarized at no extra cost. An applicants visit to one of these offices will take approximately 30 minutes to complete everything that's required. What more, the state employees will also review your documentation and application for accuracy thus eliminating the possibility of a submittable error. In essence, one your application package is accepted by one of these offices, your paperwork is guaranteed to be correct. All applications going through these offices will be electronically submitted to Tallahassee and immediately land on the individual's desk who needs to review it in the first place entirely eliminating the hundreds of state employees who end up shuffling applications as when they are mailed in and processed in a conventional manner.
We're all so used to the bureaucratic molasses that government swims through and all this sounds too good to be true doesn't it? As unbelievable as it all sounds, it's all factual and currently existing. This is an amazingly diligent and expeditious process the State of Florida has implemented for the general public to use however, it's incredibly under used. Unfortunately, this isn't common knowledge however, here it is for all interested parties to learn about and share.

From Age-Old Debate Meetings to Online Forums - The Long Transition

An intrinsic part of the democratic way of functioning in ancient Athens, debates became extinct during the feudal ages. However, following the reinstatement of democracy, debates redeemed. Today, online forums have provided a platform to the people to discuss issues concerning the society.
More than two thousand years back, public debates were held in Athens and all natives participated in them. Any action of the state was decided keeping in view the majority. All state issues, whether wars, punishments, development or any other, decisions were based on the preferences of the citizens. Debating was an integral part of their political and social setup.
Today, in any modern democratic society, debate remains a vital aspect. Circumstances have changed but the gist is same. The idea, which is to consider the pros and cons of an issue and to reach an appropriate decision, prevails.
However, times were not always democratic during the course of history. There were dark ages in between, when feudalism and aristocracy was prevalent. Debating during this age was considered blasphemy against the rulers. Thinkers like Galileo Galilei were persecuted for putting forth their views. In the thirteenth century, Magna Carta paved way for democracy in England. The Bill of Rights passed in the seventeenth century provided freedom of speech, giving people the right to express their views. Absolute monarchy gave way to constitutional monarchy.
English philosopher John Locke in his book Two Treatises, stressed the concept of people having a say on the manner in which their government is run. The idea was later elaborated by French philosopher Jean Jacques Rousseau in his book Social Contract. The political theory the two gentlemen propounded led to the modern day democracy. Given the right to freely express their views, people today can congregate and debate on any topic concerning their lives.
Social debates are imperative for seeding democratic values in the people. Joseph Joubert, a French essayist known for his much appreciated work, Pensées, said, "It is better to debate a question without settling it than to settle a question without debating it." Online debate forums are playing an important role in today's times. Relevant issues are discussed on these forums, enabling people to uncover various notions, doctrines and practices either dominating or missing from the society.
Political issues are also vigorously debated on online forums. In order to debate these issues, you need not be an academic of Political Science. All you require is the ability to see through the issues and to agree to find solutions. The New Nottingham Westfield Broadmarsh Centre: What Will It Include?

Ever since 2007 a redevelopment program for the Westfield Broadmarsh Centre has been announced, which aimed to considerably extend the retail floor as well as improve the transport system and car parking. The project has been halted by delays, but Westfield, the Australian company managing the centre, has remained keen on improving the current centre, which is one of Nottingham's biggest attractions.
The Centre Before Redevelopment
Before the three-year redevelopment was announced, Westfield Broadmarsh had a 45,000 square metres floor, and boasted 86 retail stores. The most important retailers present at Broadmarsh before the redevelopment included H&M, Wilkinson, and Argos. In addition, the ground level hosted a number of stalls which functioned as markets.
The centre draws its name from the location on which it was built, a bog. First opened in 1972, Broadmarsh Shopping Centre has since undergone a number of other revamps. The most significant took place perhaps in 1988, when the appearance of the centre was dramatically improved.
The Development
The new development plans have been rather radical. They include the demolition of parts of the old centre, as well as that of the bus terminus, and car park. The retail floor area will be tripled, and will stretch over 136,000 square metres. The number of shops, obviously, will be greatly enlarged. The revamped centre is expected to have 400 stores, distributed on three levels.
The highlights of the redevelopment project include:
• Restaurants on the top level that will provide a stunning view of the city.
• Large public open space encircled by new restaurants and bars.
• Extensive shopping facilities for people with disabilities, including a shopmobility service.
• Several arcade cafés.
• New transport hub that will link trams and buses to parking points.
• Tram service that will enable people to access the stores quicker.
• New bus station built in a style similar to an airport bus station and featuring more stops than the old one; by this the constructors aim to make it easier for people to go in and out of the centre.
The centre will also feature a new foodcourt that aims to offer customers a relaxing dining experience. The foodcourt will be located at the core of the centre and is expected to be one of the biggest attractions. It will provide space for 800 diners and will create 100 permanent new jobs. Westfield hopes that the foodcourt will make Broadmarsh a flourishing social hub.
The redevelopment plans for Broadmarsh aim to give the centre a more or less street form. For this reason, new routes will be created around the centre, some of which will be fully covered. As it can be observed, the extension of the Westfield Broadmarsh Centre is extensive; the estimates for the total cost of the project reach £700 million.
